The Holy See is urging world leaders to place human dignity at the center of urban development, warning that homelessness is not simply a housing issue but a profound moral challenge that affects the common good.
According to Vatican News, the Permanent Observer Mission of the Holy See to the United Nations released a statement on July 28 during the 2026 High Level Meeting of the United Nations General Assembly on the New Urban Agenda. The gathering marks the tenth anniversary of the global framework designed to encourage sustainable and well-managed urban development.
The Holy See’s message argues that cities should be evaluated not only by economic growth or infrastructure, but by how they care for their most vulnerable residents.
“The persistence of homelessness should trouble the conscience of the international community,” the statement declares.
The delegation emphasized that every person deserves the security and stability of a home, adding, “Everybody deserves a place to call home, where they can build relationships, nurture family life, and participate fully in their community. Housing should therefore be viewed not just as a commodity or financial asset, but as a cornerstone of society at the service of the common good.”
According to Vatican News, the Holy See also pointed to Pope Leo XIV’s encyclical Magnifica Humanitas, saying that authentic development must always keep the human person at its center. The delegation said this principle should guide implementation of the New Urban Agenda during the coming decade.
The statement describes homelessness as an assault on human dignity that reaches far beyond the absence of shelter.
“Not having a home means more than just lacking shelter; it means being deprived of security, stability, privacy, and a sense of belonging,” the delegation explained. “Homelessness undermines the ability to exercise many fundamental human rights and often traps individuals and families in cycles of exclusion and poverty.”
Rather than addressing only the immediate need for housing, the Holy See called for long-term solutions that confront the underlying causes of homelessness. According to Vatican News, the delegation encouraged greater investment in affordable housing and integrated social services while addressing poverty, unemployment, drug addiction, mental health challenges, family breakdown, displacement, and conflict.
The Holy See also stressed that effective solutions require cooperation among governments, local communities, faith-based organizations, civil society, and people who have personally experienced homelessness. It further encouraged housing policies that recognize the close relationship between education, employment, healthcare, and stable housing.
The statement concluded by calling for stronger international solidarity through cooperation, technology transfer, capacity building, and financial support, particularly for developing nations experiencing rapid urbanization.
The delegation closed with a reminder that the true success of any city is measured by the dignity it affords its people.
“Urban development cannot be measured solely by the height of its buildings or the strength of its economy, but above all by its ability to enable every person to flourish by participating fully in society and contributing to the common good.”
