Vatican issues new Regulations of the Roman Curia

The Holy See has released updated Regulations governing both the Roman Curia and its personnel, marking a major step in the ongoing implementation of the reform launched under the Apostolic Constitution Praedicate Evangelium. The new texts were officially signed by Pope Leo XIV on 23 November, the Solemnity of Christ the King, and published the following day, according to Vatican News.

According to the Vatican News report, the Regulation of the Roman Curia now applies to every “Institution and Office that make up the Roman Curia, namely the Secretariat of State, the Dicasteries, the Judicial Bodies, and the Economic Bodies.” The document outlines updated norms to guide the work, cooperation, and internal functioning of these central offices that assist the Holy Father in the governance of the universal Church.

A second text, the Regulation of Personnel, sets out organizational, disciplinary, and financial norms for those who serve in the Curia and in institutions connected to the Holy See. These updated rules govern “the employment relationship of personnel serving in the Secretariat of State, the Dicasteries, the Bodies and Offices that constitute the Roman Curia, as well as the Institutions connected with the Holy See,” according to Vatican News.

The newly published Regulations formally replace the previous framework established under Pope Saint John Paul II on 15 April 1999, which took effect on 1 July of that year. Their revision was necessary to incorporate the structural changes introduced by Praedicate Evangelium, the 2022 Apostolic Constitution issued by the late Pope Francis. As Vatican News notes, the new texts “incorporate and implement the modifications, the innovations, and the indications” introduced by that reform.

The release of these Regulations marks a significant milestone in the modernization of Curial governance, aiming to ensure clearer procedures, updated structures, and greater coherence with the missionary focus articulated in Praedicate Evangelium. Their publication continues the Holy See’s long-term effort to shape a Curia better suited to serving the Pope and supporting the evangelizing mission of the Church in the contemporary world.
